Government being pressed for reply. In the meantime

I am advised that it would be undesirable to demand

an undertaking as suggested in your telegram No. 197

as a condition of withdrawal of shipping order. It

is doubtful moreover whether an undertaking of that

nature even if given would debar person concerned from

taking legal proceedings later.
